A New Model to Evaluate the Fifth Development Plan Principles by Majlis Research Centre

MRC present a new model to evaluate the principle of the fifth development plan.

The office of the study budget and planning in MRC indicated the weakness and obstacles in setting the effective strategies o­n development plan principles by emphasizing o­n 30 years experiences and many various practical studies to have evolutionary idea in this field, the MRC public relation reported. It's added: having long time experience in processing strategy and implementing in the country, but there is no overall statistical- research view o­n the most important parameter to set and organize variables in developing strategy especially the factors to face low barriers in implementing such laws and principles. Obviously, we had the misfortune to achieve the certain objectives besides the heavy experiences also we continue the past way without see the past fails.
According to a research MRC added: The description of a strategy including the literature and general study of this field has defined with emphasizing a new model in form of an authentic framework for setting principles of development plans.
A list of the affective variables in setting strategy including 3 types of variables such as natural, structural and background (environmental) are shown in this study.
The natural variables include technical issues (technical problems to implement a specific policies), election (to elect objective groups base o­n characters and quality deferential) and needed behavior change (cultural – social legal notes).
In this case, the structural variables have the necessary systems to implement policies, they include: obvious objectives, non general and adaptable, using correct methodology, combination of relative systems, laws and principles of administrative systems and providing resources.
Also, the environmental variables show the technical and social- economical basis of a law and the obligation of administrations to implement the law.
MRC added: in order to test the presented model, the number of the legal articles of the forth development plan are studied base o­n the (administrative possibilities) which in most cases there have been indicated problems in the field of administration in the forth development plan. o­ne of the most usages of the proposed model by MRC is study the "administrative possibilities" of the fifth development plan principle and other rules o­n the parliament arrangement and other agencies related to the laws and principles.
