An expertise consideration on the amendment of Islamic councils and mayors election Act bill

 

    Majlis Research Center considered the amendment of section (1) of Article 71 o­n councils' elections, organizations, and functions and mayors Act bill approved in 1995 and subsequent amendments



     In response to parliamentary councils and domestic affairs committee's request, deputy research of Majlis Research Center assessed the bill and pointed out that regarding there are many problems for mayor elections by Islamic councils, the authority has been vested in the state by proponents' points of views that it seems it is consistent with the nature of councils, but it disproves that there are no cities without mayor that it should be remedied, saying as public relations office.

     Due to get good results, political system and existing laws of the country should be studied as well as experiences of other countries should be used, it added.

     More parliamentary support and control o­n councils' function, using Islamic city council members' and mayors' poll and need measurement, more interaction of municipalities and councils with active urban NGOs, putting deadline for mayor election by city council, promoting councils to local parliament, electing mayors by directly public vote, approving mayors' deposal by interior ministry pursuant to Islamic city council's decision and other suggestions that can be added to them, Majlis Research Center proposed.
