According to analyze cultural heritage and tourism function in the 4th development plan, there is no meaningful cohesion between notified policies and articles of the 4th development plan Act, adopted policies of cultural sector of national development document, planning indices of cultural heritage and tourism, and titles of its budget plans and consequently however what has been happened seems to justify or interpret development activities, in fact it has been to spend annual budgets to enforce articles of the establishment of cultural heritage organization Act. Therefore, it is not certain that if three development plan laws are codified with the same problems, whether Iran can be ranked the highest in cultural heritage and tourism sectors regionally in 2025 or not, cultural studies office pointed out, saying as public relations office.

The insistence of systems o­n vesting in their authority and the privatization of stock companies, and not using private sector's participation are known as obstacles of the development multilaterally that the problem is resulted from unspecialized systems and inflexible management culture of the country, Majlis Research Center continued.

If the style of planning in the 5th development plan isn't changed and if status quo approach isn't changed by the manner of the specialty of tourism and cultural heritage organizations, there will be no hope to achieve major development objectives of this sector according to 20- year perspective document, it added.

Although the government' official reports of an assessment of the 4th development plan function indicates that tourism and cultural heritage organization has been successful to perform its assigned duties, in fact the analysis of its function show that not o­nly the 4th development plan has coordinated with the 20-year perspective document perfectly but also any official report hasn't been given for many affairs of the organization by the state such as the situation of tourism and travel of Iran company that it undertakes tourism development credits of the organization or vesting in its authority according to 136 article of the 4th development plan Act.
